It is an alternative Khoekhozen name next to their Nugar or 'Black Garlie', again with the ground word for black in both cases, but the member Noetze - is like Nama ause, the adj. (or adv.) form thereof. The member-kamma = water, also river (Hott 522-3 and 430), such as Nama ǀǀ Gam. So 'black water' or (better) 'black river'.
